Colorado – Dark Money Disclosure Scheme Upheld on Appeal

A lawsuit affirming the constitutionality of an initiative-passed dark money disclosure law has been upheld on appeal, where the court clarified the rules for when an organization’s  ‘major purpose’ is to influence ballot initiatives, and are therefore required to register and report, while also holding that the disclosure obligations to not violate the First Amendment.
