PHOENIX, ARIZONA: SCOPE OF LOBBY LAW EXPANDED

The Phoenix City Council recently voted to approve amendments to the City’s local lobby ordinance. Politicom Law has updated its Questionnaires and compliance systems to track with the changes.

Scope of Lobbying: Under the new ordinance, the definition of “official action” has been broadened to cover any action or non-action by a City official. Previously, only actions by the City Council were considered “official action.” In addition, the definition of “City official” has been expanded beyond just elected officials to include the City Manager, department heads, and high-level city employees. Anyone providing information about their interactions with Phoenix officials/employees through the Politicom lobby compliance system will now be asked questions that reflect this change.

Deadlines: Quarterly reporting deadlines have been moved to the 15th of each filing month and the registration deadline is now January 15th.

Enforcement: Lobbyists that fail to follow the new rules can face sanctions, including fines of up to $2,500, suspension from lobbying and possible jail time for repeated offenses. A recent investigation by Arizona’s Attorney General into lobby practices in Phoenix instigated these changes.
